In 1842, the word "pakalolo" appeared in Ka Nonanona, a Hawaiian-language newspaper, during the reign of Kamehameha III. Hawaiʻi was sovereign. Cannabis wasn't a crime — it was part of the rhythm.
Criminalization came later, after the overthrow, when U.S. laws replaced Kingdom law. The stigma? Imported. Not Hawaiian.
